Dear Member,
Further to CL 11408, Transport Canada has provided additional details about the scope of the government’s plan to ban Russian ships from Canadian ports and internal waters.
Of particular importance, TC has indicated that the ban is broader than originally announced, insofar as it will not only include ships that are Russian-owned, flagged and registered, but also ships that are Russian operated and chartered. This closely follows the approach undertaken in the U.K., which announced a similar ban yesterday.
TC also indicated that the new measures will be enforced by CBSA, which will identify any Canada-bound vessels that fall under the ban and contact the vessel and / or its representatives directly.
The regulations implementing the ban are expected to be published later this week as an update to the Special Economic Measures Regulations.
We will provide members with additional details once the regulations have been published. In the meantime, members with specific questions or concerns regarding the above should contact the undersigned.
Sincerely,
Karen Kancens
Vice President
