Please be advised that CBSA is implementing new reporting requirements under which vessels waiting at an anchoring point due to port congestion or other reasons (boarding of surveyors, etc.) may do so without providing an A6 inward/outbound declaration, or sending a conveyance arrival certification message (CACM), for a period of up to 45 days.
The above is contingent on the vessel not docking, berthing or conducting any commercial activities at a CBSA port, and no crew crew disembarking while the vessel is an anchor.
CBSA will be updating Memorandum D3-5-1 (Marine pre-load / pre-arrival and reporting requirements) to reflect these changes in due course, but in the meantime, members should note that the above policy change takes effect immediately.
