September 17, 2021 | Circular No. 11318

Dear Member,

Further to CL 11260, the Cabot Strait voluntary slowdown period for fall 2021 will start September 29 and end November 15. Vessels are asked to voluntarily slow down to 10kts while transiting Cabot Strait during this period, when slow-swimming endangered North Atlantic right whales are also using Cabot Strait to migrate out of Canadian waters.

In order to ensure a high level of participation with this important measure, we are once again asking for members’ assistance in distributing the following message to their vessels transiting Cabot Strait:

Spring 2021 Trial Voluntary Slowdown Results:

We are pleased to report that 55% of vessels transiting Cabot Strait participated in the slowdown this past spring, which represents a 12% increase over last year’s participation rate. We take this opportunity to thank members for their increased participation this year, and look forward to seeing a continuation of this upward trend in the fall.

Details of the slowdown can be found in Ship Safety Bulletin 05/2021 and on our website.

Sincerely,

Miako Ushio
Manager, Environmental and Regulatory Affairs
