January 18, 2023 | Circular No. 11480

Dear Member,

In June of 2018, our CL 10797 explained the decision by the Federal Court of Appeal regarding the ordering process for nighttime departures between 22h00 and 08h59 for District 1.

The Laurentian Pilotage Authority has now advised similar changes to ordering for night departures in District No. 2, effective January 16th as per their new Policy #19 – Policy Concerning Notices of Night Departure for Voyages in District No. 2.  These changes stemmed from a risk analysis focusing on voyage fatigue in District 2, which recommends an ordering structure for night departures similar to District 1.

In brief, any request for pilotage services requires a ship originating from District 2 or from one of its anchorages to be confirmed with the Dispatch center by 15h00 for any scheduled departures between 21h00 and 08h30 (L.T.).  A ship planning to pass the Escoumins Pilotage Station between 21h00 and 08h30 (L.T.) has to inform the LPA Dispatch Center before 15h00.  A ship originating from the Port of Québec, District 2 or one of its anchorages must be confirmed with the LPA Dispatch Center before 15h00 for any departure between 19h00 and 05h00 (L.T.).  At all times the minimum 12 hours advance notice must be observed.

Please direct any questions to the undersigned.
