February 29, 2024 | Circular No. 11635

Dear Member,

In collaboration with pilots and key stakeholders from the cruise industry, the Pacific Pilotage Authority has devised comprehensive guidelines based upon risk assessment simulations.  The risk assessment identified the increased risk for very large cruise ships (overall length of 330 metres or more) docking and undocking at Ogden Point (Victoria, B.C.) under certain wind conditions.

Attached please find Notice to Industry from the Pacific Pilotage Authority (PPA) delineating the prescribed wind restrictions applicable to cruise ships berthing at Ogden Point in Victoria, B.C.
