Dear Member,

As a follow up to our CL 11388 advising members of the outcome of the PPA-BCCP arbitration, this circular letter provides a recap of the key operational changes that were negotiated into the new service agreement.

As outlined in the PPAs February 16th Memo to industry, below are some highlights:

  • All safety clauses have been removed
  • Changes to wording for cancelled assignments
  • Changes to the order times for 1500 and 1730 (Coming into effect – Monday February 21, 2022, at 1500)
    • The 1500 dispatch time was for orders between 1800 and 2359 and this has been amended to 1800 to 0159.
    • The 1730 dispatch time was for orders between 0000 and 1059 and is now from 0200 to 1059.
    • This change is for a six-month trial period and is to provide the pilots with a few hours additional rest.
  • A new MOU signed to review and address callbacks

The financial component of the service agreement has been presented to industry where the PPA proposed a 4.8% increase to hourly and unit fees, 3.8% on launch and travel fees and a $300/assignment temporary surcharge to annualize the service charge.  This proposal is being reviewed with the West Coast District Committee and the Pilotage Committee.
