Dear Member,

Further to CL 11330 issued yesterday, you will find below an updated summary of federal travel requirements pertaining to crew members and non-crew marine workers.  Please note that this summary is based on the most recent information provided to us by Transport Canada and other authorities, and could be further updated in the coming days and weeks.

Crew Members Travelling to Canada to Join a Ship:

  • Continue to be exempt from all quarantine and testing requirements (both pre-entry and post-arrival);
  • Also exempt from new mandatory vaccination requirements for incoming foreign travellers;
  • Must carry letter from employer confirming reason for travel and providing details on ship name, location, boarding date, etc.

Crew Members Leaving Canada to Return Home:

  • New requirement to either be fully vaccinated with an approved vaccine (Pfizer, Moderna, Astra Zeneca, J&J) OR provide a negative molecular Covid-19 test dated within 72 hours of scheduled departure from Canada (not 24 hours as indicated in yesterday’s CL);
  • This requirement is effective as of October 30, 2021.

 Non-Crew Workers Travelling to Canada to Join a Ship:

  • Continue to be required to provide a negative pre-departure Covid test;
  • Continue to be exempt from post-arrival testing and quarantine requirements;
  • Also exempt from new mandatory vaccination requirements for incoming foreign travelers;
  • Must carry a detailed letter from employer confirming reason for travel and providing details on ship name, location, boarding date, and nature of work to be performed on board.

We are in the process of updating our checklists for incoming seafarers and other marine workers to reflect these and other changes.  Members can expect to receive the new checklists within the next few days.  In the meantime, anyone with questions or concerns on the above should contact the undersigned.
