November 9, 2021 | Circular No. 11337

Dear Member,

We have updated our CHECKLIST FOR CREW MEMBERS which is designed to serve as a one-stop reference for anyone needing to know the most recent Covid-related testing, quarantine and vaccination requirements for crew members who are either travelling to or departing from Canada by air.

As indicated in the checklist:

  • Crew members entering Canada continue to be exempt from all entry, quarantine and testing reqirements due to their status as essential workers in the trade and transportation sector.  Arriving crew members are also exempt from the requirement to be fully vaccinated, again due to their status as non-discretionary, essential travellers.
  • Crew members departing Canada are now subject to new requirements, under which they must either be fully vaccinated with a government-approved vaccine, OR provide proof of a negative molecular Covid test taken within 72 hours of their departure from Canada (which is a condition of boarding any flight in Canada, whether domestic or international).

Additional details about all the above requirements can be found in the new checklist, as can links to the relevant Orders-in-Council, Ship Safety Bulletins and other documents.

Although the current checklist focuses exclusively on crew members, we are also updating our checklist for non-crew marine workers traveling to and departing from Canada, and expect this to be ready for posting later this week.

We hope that members will find the updated checklist to be a useful tool in support of their operations and are open to any input as to how it could be further improved.

Sincerely,

Karen Kancens
