November 10, 2021 | Circular No. 11339

Dear Member,

Further to CL 11337, we have updated our CHECKLIST FOR NON-CREW MARINE WORKERS to serve as an ongoing reference for anyone needing to know the quarantine, testing and vaccination requirements for marine workers travelling to and departing from Canada by air.

As indicated in the checklist:

  • Marine workers entering Canada continue to be exempt from Canada’s entry, quarantine and vaccination requirements due to their status as essential workers in the trade and transportation sector, but are NOT exempt from the requirement to provide proof of a negative pre-departure Covid-19 test.  Marine workers must also carry with them a letter confirming their employment on board a ship in Canada and explaining why it would be prohibitive for them to undergo a 14-day quarantine upon arrival.
  • Marine workers departing Canada are now subject to new requirements, under which they must either be fully vaccinated with a government-approved vaccine, OR provide proof of a negative molecular Covid test taken within 72 hours of their departure from Canada (which is a condition of boarding any flight in Canada, whether domestic or international).

Additional details about all the above requirements can be found in the new checklist, as can links to the relevant Orders-in-Council, Ship Safety Bulletins and other documents.

We hope that members will find the updated checklist to be a useful tool in support of their operations and are open to any input as to how it could be further improved.

Sincerely,

Karen Kancens
Vice President
