Dear Member,

We have received the attached notification from CFIA regarding the increased detection of Flighted Spongy Moth Complex (FSMC).

The U.S. and Canada have observed increased populations of the FSMC in some regulated countries, particularly in Asia, where infestations have been detected on vessels before departure. If FSMC is found upon arrival in North America, it may result in port entry delays or even refusal, regardless of certification.

Vessel operators are reminded to:

  • Obtain FSMC inspection and certification as close as possible to departure from FSMC-regulated areas.
  • Complete activities like bunkering before certification to prevent re-infestation.
  • Conduct self-checks en route to North America to remove any FSMC life forms (egg masses, etc.).
  • Keep vessels clean and well-maintained for effective inspection.

Certification must come from approved sources (listed in the U.S. and Canadian government links). Although both countries have harmonized requirements, there are differences in their port-of-entry processes.
