Dear Members,
We wish to advise members of an important operational development affecting pilot-dependent upbound vessel movements within the St. Lawrence Seaway system.
Yesterday evening, the Great Lakes Pilotage Authority (GLPA) issued a notice to its customers advising that, effective immediately, a temporary case-by-case review process will apply to pilot-dependent upbound movements at Saint-Lambert Lock destined for the Upper Lakes above the Welland Canal (see attached document).
According to GLPA, this measure follows discussions with the St. Lawrence Seaway Management Corporation and other system partners and reflects prevailing environmental and logistical conditions as the Seaway approaches its scheduled closing on January 5, 2026. GLPA has cited challenges related to winter conditions, limited availability of Canadian Coast Guard assets, and reduced capacity across partner services, all of which are impacting overall traffic flow—particularly outbound movements.
During this period, GLPA has indicated that pilotage capacity will be prioritized to:
- Support the safe exit of vessels already within the system; and
- Minimize delays as the navigation season draws to a close.
The Federation has advised GLPA that this situation has the potential to significantly impact our members, particularly with respect to voyage planning and commercial commitments, and has emphasized the need for timely and transparent communication.
The Federation is actively monitoring the situation, participating in Seaway coordination calls this morning, and will keep members informed of any further developments.
Members with specific concerns or operational scenarios they wish to discuss are encouraged to contact the Federation directly.
Sincerely,
Cédric Baumelle,
Director, Marine Operations
