Dear Members,
Please see the attached Notice to Industry (12/2025) issued on December 19, 2025 by the Vancouver Fraser Port Authority (VFPA) concerning the implementation of a single-point access system for vessel transit planning at the Port of Vancouver.
As outlined in the notice, the VFPA and the Pacific Pilotage Authority (PPA) will launch a pilot initiative effective January 7, 2026, providing vessel agents with single-point access to the port authority’s centralized scheduling system and the PPA’s Pilotage Dispatch and Management System (PDAMS).
Key elements of the pilot initiative include:
- Scope of application: Participation is limited to piloted vessels calling Westridge Marine Terminal.
- Operational processes covered: The system supports pilot ordering, Notice of Arrival submissions, and transit and anchorage requests.
- Reporting requirements: Participating vessel agents will be required to submit necessary requests exclusively through the single-point access system during the pilot period.
- Pilot initiative duration and assessment: The pilot initiative will be assessed after 60 days against stated efficiency, interoperability, and compliance objectives.
- System access: Participating agents will access the system through PDAMS using existing login credentials.
- Feedback and future application: Feedback will be sought from participating agents to inform potential refinements and broader application across other vessel traffic in the Port of Vancouver.
Participating vessel agents will receive user guidance directly from the port authority and the PPA:
- Traffic clearance / Operations Centre (24/7): harbour_master@portvancouver.com, 604-665-9086
- Technical support (PDAMS): marineops@ppa.gc.ca, 604-666-6776
Members with vessels calling Westridge Marine Terminal are encouraged to review the attached notice carefully and ensure relevant operational teams are informed ahead of the January 7, 2026 implementation date.
Sincerely,
Nathan Phillips
Operations Analyst
