Dear Members,

Following on from our Operational Notice 10092 on May 28, the Vancouver Fraser Port Authority (VFPA) has issued a new Notice to Industry amending its interim requirements for vessels conducting warping operations at DP World Fraser Surrey Berths 2, 3, and 4 on the Fraser River. These revisions are based on operational observations and ongoing consultations with the Fraser River Pilots and the Pacific Pilotage Authority (PPA).

The original measures were introduced following the removal of the training wall adjacent to the berths, which has resulted in stronger tidal currents and an increased risk of uncontrolled vessel movements during warping operations.

Effective immediately, the revised requirements are as follows:

  • Maximum warp distance without pilot or tugs: Vessels may now warp up to 30 metres without a pilot or tug assistance.
  • Pilot required for certain operations: A Fraser River Pilot must be arranged when:
    • The warping operation exceeds 30 metres; or
    • A mooring line will be touched or adjusted during the operation.
  • Tug assistance required: Adequate tug assistance must be arranged in advance for all warping operations that:
    • Exceed 30 metres; or
    • Require a mooring line to be touched or adjusted during the operation.
  • Advance planning remains essential: Agents should continue to coordinate pilotage and tug arrangements well in advance with the Pacific Pilotage Authority and tug operators.
  • Current monitoring: Masters and agents must obtain the latest operational guidance from Fraser River Pilots before commencing warping operations, as tidal current conditions continue to be actively monitored.

These measures remain in effect on an interim basis while VFPA, Fraser River Pilots, and the PPA continue to assess conditions and associated risks at the berths. The notice may be further amended or rescinded as conditions warrant.

Members are encouraged to review the VFPA Notice to Industry linked above for complete details, and to contact Steve Bagnell (sbagnell@shipfed.ca) and the undersigned with any concerns.

Best regards,

Nathan Phillips
